The College operates on the basis of the Charter approved by the resolution of the Akimat of the city of Astana dated 26 May 2023 995/0 and Cправki on state registration/ re-registration of UOL issued by NAO «State Corporation «Government for citizens» of Astana from 27.06. The College is established by the Act of Akimat of Astana dated 26 May 2023. 2023.
Technical college of the Akimat of Astana has a long history of development, since the foundation of the school in 1940 as a school of factory-plant training 7 city Akmolinsk, which prepared personnel only for the railway industry. On the eve of the Great Patriotic War, in 1940, the state system of labor reserves was established by decree of the Presidium of the Supreme Council of the USSR. At the same time, on October 21, 1940, in the city of Akmolinsk opened the first railway school 4. In 1942, the first train school was held with 142 students.
In 1963, pursuant to the law on the transformation of labor reserves into vocational schools, Railway School 4 is transformed into the City Vocational School based on 7 classes of secondary school and named as City Vocational Technical School-83.
In 1985 with the creation of a single type of educational institutions – secondary vocational schools, City Vocational – Technical School -83 is transformed into Secondary vocational school – 8. In 1996 on the basis of former vocational school created Technical school 8, changed school number in 1999 ( 4). Part of the school building is dedicated to the railway technical college. In 2001, the school was renamed to the State institution «Vocational school 4 of Astana». In 2008, the school acquired the status of lyceum and was named as a state institution «Professional College 4 of Astana».
Changes in the political, economic and social system of the country have made it necessary to reform the primary vocational education system. The key areas identified were: achieving quality of training of specialists, corresponding to modern world level, fundamental updating of educational content, improvement of organizational framework of activities.
One of the ways of reform was the opening of new, demanded on the labor market, specialties: «Elevator and escalators» and «Lathing business and metalworking». In order to raise the status of college, in 2012 the school is transformed into the State Communal Public Service Enterprise «Technical College» akimat of Astana. In recent years, the planning and implementation of the educational process has improved, and the material and technical base of the college has been significantly strengthened. The partnership with enterprises is taking a new level – social dialogue to reach agreement on contractual basis on issues of mutual interest. In January 2014, the college was allocated a special separate building in the residential area «Railway». In 2021, the Technical College was given a new model building on Berdibek Sokpabayeva street, №19.
As a college, the educational institution started its educational activities in 2015. Form of ownership is state. In 2016, the college passed the state certification, in 2020 the state accreditation.
